An encumbrance certificate provides evidence that your property has no monetary and legal liabilities. The stamp duty should be paid only on the purchase of the flat. You should also enquire with the builder to reveal the hidden costs in the purchase process. The gross actual cost of the purchase of the flat should be calculated by considering the stamp duty, registration and other charges.
